As a Java Developer I do NOT want to hard code:
        
        Database URL/UserId/Password
        File names
        etc.
        
        I can put these "runtime" details into:
        
        A) JCL
        B) a Java Property file
        C) Commond line arguments, passed to the Java code
        
        
        a Java Property file is common, but it has these issues:
        
        1) the property file must be on the MF
        2) the path to the property file is relative to the Java code running
            so when I move the jar from the Developer Home Dir to a Prod Support
            dir, I MUST move the property file also
